Rome – Buenos Aires, 3 February 2017

The International Forum of Catholic Action Secretariat would like to announce that on the 2nd February 2017, the Dicastery for the Laity, the Family and Life has nominated H.E. Msgr. Eduardo Horacio Garcia, Bishop of San Justo and National Ecclesiastical Assistant of the Argentinian Catholic Action, Ecclesiastical Assistant of the International Forum of Catholic Action (IFCA).

Whilst thanking the Prefect of the Dicastery, H.E. Card. Kevin Farrell, all the CA Associations of the world joyfully welcome the new Assitant and promise him their prayers.

At this moment our thoughts and our gratitude go to H.E. Msgr.Mansueto Bianchi who preceded him and who passed away suddenly.

We rest assured that Msgr. Eduardo, who was the  National Assistant of the Argentinian Catholic Action, together with the other National Assistants of the member countries (Argentina – Burundi – Italy – Romania and Spain), will help IFCA to support and promote CA in the world with a missionary vision and on the footsteps of the Second Ecumenical Council and of Evangelii Gaudium.

H.E. Msgr. Eduardo Horacio García
Bishop of  San Justo

He was born in Buenos Aires on the 22nd January 1956. After graduating as an Elementary School  Teacher from the Colegio Nacional of San Justo, at the age of 20, he entered the Metropolitan Seminary of Buenos Aires, where he studied philosophy and theology.

He was ordained priest, together with another 15, by Cardinal Juan Carlos Aramburu, Archbishop of Buenos Aires on the 18th November 1983, during a Eucharistic Celebration held in the Obras Club Stadium in Buenos Aires, with the participation of 6,000 people.

Since then he has held the following posts: 1984-1987 vice parish priest of Nuestra Señora de Balvanera; 1987-1991, parish priest of the Encarnación del Señor Parish, in La Paternal quarters; 1991- 1995,  parish priest of Cristo Rey, in the  Villa Pueyrredón quarters; 1996-2000, parish priest of Nostra Signora della Candelaria, in the Floresta quarters; 2000 – 2003, parish priest of  Nostra Signora di Caacupé, in the Caballito quarters.

For ten years, from 1987 to 1997, he was director of Pan y Trabajo Publishing House, of San Cayetano di Liniers Sanctuary , which had a popular orientation.

From 1988 to 2001 he was responsible for Pastoral Work with Children at diocesan level, and from 2001 as Episcopal Vicar in this same area. During these years, he published books on catechesis, on the initiation of children to faith, on liturgy for children and numerous articles on pastoral work with a missionary bias.

On the 4th November1999 he was nominated spiritual director of the Metropolitan Seminary of  Buenos Aires, a post he held up to 2010.

On the 21st June 2003 John Paul II elected him Titular Bishop of  Ipagroand Auxiliary Bishop of  Buenos Aires. He was ordained Bishop on the 16th August 2003, in the Cathedral in Buenos Aires by Cardinal Jorge Mario Bergoglio sj, Archbishop of  Buenos Aires and by the co- consecrators  Bishop Jorge Eduardo Lozano and Msgr. Jose Antonio Gentico Auxiliary Bishop of Buenos Aires.

After his Episcopal Ordination he became General Provicar (2003/08/16), member of the Archdiocesan Council for Economic Affairs (2004/03/06), Episcopal Vicar for Pastoral Work (2005/08/05), Archbishop’s Delegate to preside over the Pastoral Council (31/5/2005), Vicar for Pastoral Work with Youth (2005/08/05), Episcopal Vicar for  Pastoral Work with Children (8/5/2003), Responsible for the area of pre-adolescents and adolescents in the Archdiocesan Commission for Youth Pastoral Work (2005/08/05), Episcopal Delegate for the Laity (2005/04/01), member of the Archdiocesan Commission for the ongoing  formation of the clergy (29/03/2005), General Assistant of the Catholic Action Archdiocesan Council  (7/4/2007).

From the 10th November  2008, at the request of the Holy See, he was appointed Papal Commisioner of the Congregazione Hijas del Divino Salvador.

He was also a member on the Social Communication Episcopal Commision 2008-2011 and 2011-2014 , and was appointed as the Argentinian Catholic Action National Ecclesiastical Assistant on the  16th August 2012.

In CELAM he is a member of the Communication and Press Department, responsible for  Cono Sur and for Digital Pastoral Work.
